一、建设项目情况简述

项目名称:杭州纤纳光电科技有限公司余政工出(2019)31号电气机械和器材制造项目

建设地点:杭州市余杭区东至规划道路(十号路),南至规划道路(四号路),西至杭州凯塑机械制造厂,北至塑坡尔链条(杭州)有限公司

建设内容与规模:公司拟投资20000万元,在余杭区余杭街道新征土地19.28亩,建造厂房总计面积30479.04m2(其中地上建筑面积25511.50m2,地下建筑面积4967.54m2)(立项总建筑面积为30192m2)。购置国际先进的光伏材料印刷设备、层压机、清洗线等生产线1条,实施年产100MW钙钛矿薄膜光伏组件项目。

水环境主要保护目标:评价区域内的地表水体水质。

环境空气及声环境主要保护目标:厂址附近的环境敏感点。

三、主要环境影响预测情况

(1)环境空气在正常工况下,项目排放的废气污染物对预测范围内的网格点、环境保护目标的浓度预测贡献值均可达标,项目预测值均满足项目的功能和标准要求,对周围环境影响不大。

(2)水环境影响

本项目建成后生活废水经化粪池处理后和喷淋废水一起经过二级生化处理达到《电池工业污染物排放标准》(GB30484-2013)水污染物间接排放标准纳入市政污水管网,送余杭污水处理厂处理达到《城镇污水处理厂主要水污染物排放标准》(DB33/2169-2018)一级A标后排放,项目废水均可得到有效处置,对周边水环境无不利影响。

(3)固体废弃物

本项目产生的各类固废均可得到安全有效的处理处置,对区域环境无不利影响。

(4)噪声

本项目各主要噪声源在采取隔声降噪措施后外排噪声较小,对周围环境无不利影响。

(5)环境风险

根据事故预测及评价结果,本项目在保证设备质量及人员管理和操作水平的情况下,事故风险水平可控。

五、环境影响报告评价初步结论

杭州纤纳光电科技有限公司余政工出(2019)31号电气机械和器材制造项目符合国家和浙江省的产业政策要求,项目选址符合桐乡市“三线一单”生态环境管控分区等相关规划要求。在严格落实环评文件提出的各项环保措施后,污染物排放能够符合国家、省规定的污染物排放标准,能够满足总量控制要求。该项目建设运行后能够维持区域环境质量等级不变。

从环境保护角度考虑,本评价认为杭州纤纳光电科技有限公司余政工出(2019)31号电气机械和器材制造项目在拟选厂址建设是可行的。
